Recreational Access Permit HROA Managed Properties

RULES AND REGULATIONS

 

  1. Annual Permit dates are September 1 through August 31 of the following year.

Private Property accessible via Permit is allowed any day of the week.
HRO Adventures, LLC (“HROA”) reserves the right to limit or prohibit access to any portion of the private properties under management due to safety, fire hazard, extreme weather or other asset protection reason(s).

Access areas may be added or closed by posting signs as the only notification to permit holders.

 

  1. During Washington Department of Fish and Wildlife approved Hunting Seasons, access is allowed 1½ hours before sunrise, and, 1½ hours after sunset provided the permittee has a valid Hunting License for pursuit of game in the legal season.

Legal shooting hours must be observed.

 

  1. Permit holder may not or permit others to:

(i) Use or possess alcohol, marijuana, or illegal drugs while on the properties; or

(ii) Enter or remain on the property while under the influence of alcohol, marijuana, or illegal drugs.

In addition to the above, RCW 46.61.519 and RCW 46.61.005 apply while on HROA managed properties.

 

  1. FIRE NOT ALLOWED

Fires, open flame, fireworks, or, any other items or activities that may cause fires including BBQs are exclusively prohibited at all HROA sites.

Smoking is not allowed.

 

  1. No Camping on hunting or fishing properties Accessible via Permit.

 

  1. No littering or dumping of garbage.

 

  1. Flying of unmanned aircraft systems (drones) is strictly prohibited.

Paragliding or any such apparatus is prohibited.

 

  1. No target shooting. Firearms may be used for hunting during Hunting Seasons authorized by Washington Department of Fish and Wildlife (WDFW) only.

 

  1. Hunting, Fishing and Trapping must follow all bag limits and regulations established by the WDFW.

 

  1. Dogs and other animals must be under owner’s control.

No hounds are allowed on property during any deer or elk season.

 

  1. Tree stands and game cameras are allowed if they are temporary, so that nothing is driven, screwed or nailed into the tree causing damage to the tree.

Placement must be approved by HROA staff.

HROA is not responsible for any loss or damage of private property left on managed properties.

 

  1. Dial 911 in case of emergency.

Permit holder must report any accident that occurs while on the property to the attention of Rusty Hunt at 509-681-0218 as soon as possible within 24 hours of occurrence.

 

  1. Permit holder must abide by all Signs posted on the property and follow the instructions of any HROA employee or representative.

 

  1. Permit holder must abide by all modifications to these rules and regulations. VIOLATION OF THESE RULES AND REGULATIONS WILL, AT THE DISCRETION OF HRO ADVENTURES, RESULT IN THE REVOCATION OF THE PERMIT.

  1. Permit is for the personal use of an individual, single family or corporate permittee as defined in purchase agreement and is non-transferable.

IF PERMIT HOLDER ALLOWS ANY OTHER PERSON TO ENTER THE HROA MANAGED PROPERTIES, OTHER THAN APPROVED GUESTS THEN THIS PERMIT SHALL BE AUTOMATICALLY REVOKED.

Permit is strictly for recreation access.

No research or commercial activities are allowed.

 

  1. HROA Recreational Access Permit (RAP)

Any and all persons accessing the properties for recreational purposes must have a Recreation Access Permit or Guest Pass (if applicable) in their possession at all times.

Spouses must carry their own RAP (provided by HROA).

Children are not listed on the RAP, but must be accompanied by a permitted parent, or, have a HROA provided copy of parent’s RAP in their possession.

HROA managers and staff members may request proof of legal identification upon inspection of any RAP.

 

  1. Windshield sticker must be attached to the lower left corner (driver side) on the outside of the windshield of vehicle. FAILURE TO HAVE STICKER ON REGISTERED VEHICLE IS IMMEDIATE REVOCATION OF PERMIT. Replacement stickers may be purchased under request at a $ 25.00 Fee.

 

  1. Permit holder is responsible for opening, closing, and, locking all property gates upon entering and exiting the HROA properties.

 

  1. No parking overnight on hunting properties except for HROA lodging partner locations.

 

  1. Drive safely at all times with vehicle headlights on and with the driver and all passengers seated within the passenger compartment of the vehicle with seatbelts securely fastened at all times.

Recreational Access Permit HROA Managed Properties

CODE OF CONDUCT

 

SAFETY FIRST

Firearm Safety: Always treat every firearm as if it is loaded.

Keep the muzzle pointed in a safe direction, keep your finger off the trigger until ready to shoot, and be aware of your target and what is beyond it.

Fishing Safety: Wear life jackets when in boats, handle fishing gear with care, and be aware of your surroundings to avoid accidents.

First Aid: Carry a first aid kit and know basic first aid procedures.

 

RESPECT FOR WILDLIFE

Ethical Hunting and Fishing: Follow all regulations and laws regarding hunting seasons, bag limits, and fishing quotas. Do not take more than you need.

Fair Chase: Practice fair chase principles, giving animals a sporting chance and avoiding unfair practices such as baiting.

Catch and Release: When fishing, practice catch and release when appropriate to preserve fish populations.

 

 

ENVIRONMENTAL STEWARDSHIP

Leave No Trace: Carry out all trash, respect nature, and avoid damaging vegetation and habitats.

Sustainable Practices: Use environmentally friendly gear and methods to minimize impact on ecosystems.

Conservation Efforts: Participate in and support conservation projects and initiatives that protect wildlife and natural habitats.

RESPECT FOR OTHERS

Landowner Relations: Always obtain permission from HROA guides before hunting or fishing on private property and respect the landowner’s rules and property.

Courtesy: Be courteous to fellow hunters, anglers, and outdoor enthusiasts. Share the space and avoid conflicts.

Communication: Use appropriate communication methods (e.g., hand signals, radios) to ensure safety and coordination with others.

 

LEGAL COMPLIANCE

Licenses and Permits: Ensure that you have the necessary licenses and permits for hunting and fishing.

Regulations: Stay informed about and comply with all local, state, and federal laws and regulations.

Reporting Violations: Report any illegal activities to the proper authorities to help maintain the integrity of the sport.

 

ETHICAL BEHAVIOR

Honesty: Be truthful about your activities, successes, and failures.

Do not falsify records or engage in dishonest practices.

Respect for Animals: Treat all wildlife with respect.

Do not harass or inflict unnecessary suffering on any animal.

Fair Competition: Engage in fair competition in HROA events and contests, following all rules and showing good sportsmanship.

 

PERSONAL CONDUCT

Behavior: Maintain a high standard of personal conduct.

Avoid the use of alcohol or drugs while hunting or fishing.

Responsibility: Take responsibility for your actions and their impact on the environment, wildlife, and other people.

Club Representation: Represent HROA Recreational Access Permit Holders positively in all activities, promoting HROA’s values and mission.

HRO ADVENTURES RECREATIONAL PERMIT

BOAT RENTAL POLICY

 

  1. Eligibility
  • Only active HROA Permittees in good standing are eligible to rent boats.
  • Permittees must be at least 25 years of age and possess a valid Washington State boating license.
  1. Reservations
  • Reservations can be made any time.
  • Reservations must be made through HROAs online booking system or by contacting HROA’s reservations.
  • A deposit of $ 50.00 is required to secure a reservation.

 

  1. Rental Period
  • Boats are available for rental for half day (4-6 hours) or full day (8-12 hours)
  • Boats must be returned by the agreed-upon time to avoid late fees

 

  1. Fees
  • Rental fees vary by boat type and duration.

Please refer to HROA’s rate schedule for current pricing.

 

  1. Cancellations

Cancellations made at least twenty-four hours before the rental period will receive a full refund.

 

  1. Safety and Regulations
  • Permittees must comply with all local, state, and federal boating regulations.
  • Life jackets must be worn at all times by all passengers.
  • The maximum number of passengers must not exceed the boat’s capacity.
  • Alcohol consumption and all intoxicants are prohibited while operating the boat.

 

  1. Boat Condition
  • Boats must be inspected by the renting Permittee before and after use.
  • Any damage or issues must be reported immediately to HROA’s office.
  • Permittees are responsible for returning the boat in the same condition as when it was rented. Permittee shall be held responsible for any damages to the watercraft which may occur during its rented use.

 

  1. Liability and Indemnity
  • Permittees agree to indemnify and hold HRO Adventures, LLC harmless from any claims, actions, damages, liabilities, and expenses arising from the use of the boat.
  • Permittees are responsible for any damages not covered by HROA’s insurance.

 

 

  1. Insurance
  • HROA maintains insurance coverage for the boats.
  • Permittees are encouraged to have their own insurance for personal liability and property damage.

 

  1. Prohibited Activities
  • The following activities are strictly prohibited while using HROA’s boats:
  • Engaging in water sports not approved by HROA.
  • Operating the boat under the influence of drugs or alcohol.
  • Allowing non-members to operate the boat.

 

  1. Emergency Procedures
  • In case of an emergency, Permittees must contact 911 immediately and HROA staff as soon as possible.
  • Permittees should familiarize themselves with the location and use of safety equipment on board.

 

  1. Disciplinary Actions
  • Violation of these policies may result in suspension or revocation of boating privileges.
  • HROA reserves the right to demand reimbursement for any damages caused to its watercraft by the HRO Adventures Permittees.

 

  1. Agreement
  • By renting a boat, Permittees agree to abide by all terms and conditions outlined in this policy.
  • Permittees must sign a rental agreement prior to taking possession of the boat.

Recreational Access Permit HROA Managed Properties

RELEASE OF LIABILITY and RECREATIONAL ADVISORY

 

This Release of Liability and Recreational Advisory (the “Release”) is between HRO Adventures, LLC (HROA), as Authorized Agent of the real properties offered for Access, for the various owners thereof (the “Owners”), and Account Holder (the “Permittee”) and Family Companions as applicable (defined as one (1) legally married spouse or domestic partner and related minor children (the “Family Companions”) or registered guests of the Permittee. Permittees Permit allows temporary access to private properties managed by HROA and public properties authorized for HROA activities on a non-exclusive basis, for recreational purposes only.

 

Permittee agrees to comply with all laws of the State of Washington and with the Permit Rules and Regulations. Owners and HROA reserve the right to modify the Permit Rules and Regulations at any time and such modifications shall be binding on Permittee. Permittee may hunt and fish on HROA accessed properties and all persons hunting and fishing, are required to abide by the state laws, rules and regulations set by the Washington Department of Fish & Wildlife Commission.

 

ANY VIOLATIONS THEREOF INVALIDATE PERMITTEE’S RIGHT TO ACCESS HROA MANAGED PROPERTIES AND MAY SUBJECT PERMITTEE TO CRIMINAL OR CIVIL CHARGES FOR RCW OR WAC VIOLATIONS, INCLUDING TRESPASS.

 

Permittee agrees to, upon request, show Recreational Access Permit and Photo Identification to any law enforcement officer, any property owner, or, HROA official representative.

 

Permittee shall not cut, damage, or destroy any timber located on the accessed properties whether private or public. The cutting, damaging or destroying of any timber shall be considered willful trespass and Permittee shall be liable to owners in a sum equal to no less than three times the damage sustained on account of the cutting, damaging or destruction of timber. Permittee shall pay Owners for all other damage to property caused directly or indirectly by the acts or omissions of Permittee.

 

Before commencing any activities or entering onto the HROA Access properties under management with a motorized vehicle, Permittee shall maintain automobile insurance policies as required by the State of Washington for the duration of the Permit and will provide evidence of such insurance to any Owner or HROA representative upon request. Permittee’s insurance coverage shall be primary, exclusive of any coverage carried by Owners, and shall be exhausted first notwithstanding that Owner Parties (defined below) may have other valid and collectible insurance covering the same risk. Nothing contained herein shall limit Permittee’s liability to Owners, HROA and their respective agents, property managers, employees, affiliated entities and contractors (collectively, “Owner Parties”) to the scope or the amount of the insurance coverage. Permittee shall adhere to all requests of Owners and HROA with regard to gates and/or other methods to limit unauthorized access.

 

WARNING! POSSIBLE DANGEROUS CONDITIONS!

Permittee is cautioned that HROA properties (private and public access) are primarily used for hunting and agricultural purposes and that accessing HROA properties may include very dangerous conditions. Many roads and sites accessible to the Permit Holders are primitive and not maintained. Owner Parties make no representations, warranties or guarantees as to the fitness, safety or suitability of any portion of the accessible properties (including, without limitation, the roads, other improvements and all other aspects or conditions).

 

 

 

RESCUE SERVICES

Owner Parties shall not be obligated to provide any rescue services or any other type of emergency services. However, if any Owner Parties do engage in such emergency services on behalf of Permittee, Permittee agrees to reimburse Owner Parties for all costs and expenses incurred in performing such services immediately upon receipt of invoice with regard to the same, and agrees to hold the Owner Parties harmless from and against any and all personal injury or damage to property resulting from such emergency services.

 

NO TRANSFER

Access Permit may not be sold, assigned, or in any manner transferred or encumbered in whole or in part. Any attempted sale, assignment, subletting or other attempted transfer shall be void and shall act to immediately terminate all Permittee access rights Permittee expressly assumes all risks that are in any way related to their activities on HROA properties, and all risks incident to the condition of the accessible properties (private or public) of HRO Adventures (including, without limitation, the roads, other improvements and all other aspects or conditions).

PERMITTEE ACCEPTS THE PERMIT ALLOWED ACCESSIBLE PROPERTIES IN THEIR EXISTING CONDITIONS, ACKNOWLEDGES THAT THE PROPERTIES CONSIST OF AGRICULTURAL AND PUBLIC RECREATION PROPERTIES AND CERTAIN SITES ACCESSIBLE TO THE PERMIT HOLDERS MAY BE REMOTELY SITUATED WITH LIMITED ACCESS TO MEDICAL ASSISTANCE, AND UNCONDITIONALLY WAIVES AND RELEASES EACH OF THE OWNER PARTIES (AND ALL OF THEM, JOINTLY) FROM ANY AND ALL COSTS, EXPENSES, CLAIMS, CAUSES OF ACTION, SUITS, DAMAGES FINES, FEES, PENALTIES AND LIABILITIES OF ANY KIND FOR WHICH THE OWNER PARTIES MIGHT OTHERWISE BECOME LIABLE BY REASON OF ANY ACCIDENT, INJURY OR DEATH OF ANY PERSON, INCLUDING PERMITTEE, OR DAMAGE TO ANY PERMITTEE PROPERTY IN ANY MANNER ARISING OR RESULTING FROM, CAUSED BY, CONNECTED WITH, OR RELATED TO THE PRESENCE OF PERMITTEE UPON THE PROPERTIES ACCESSIBLE BY THE HROA PERMIT, REGARDLESS OF HOW, WHERE, OR WHEN SUCH INJURY, DEATH OR DAMAGE OCCURRED, EVEN IF CAUSED IN WHOLE OR IN PART BY THE NEGLIGENCE OF OWNERS OR ANY OWNER PARTIES AND/OR DUE TO CONDITIONS ON OR DEFECTS IN ANY PROPERTY, WHETHER OR NOT SUCH DEFECT OR CONDITION WAS PATENT OR LATENT OR KNOWN BY OWNER OR ANY OWNER PARTIES.

 

BY ACCEPTING THIS RELEASE, PERMITTEE AGREES TO PAY, REIMBURSE, INDEMNIFY, DEFEND AND HOLD OWNERS, AND ALL OWNER PARTIES HARMLESS FROM AND AGAINST ALL CLAIMS, CAUSES OF ACTION (INCLUDING, WITHOUT LIMITATION, THOSE RELATING TO PERSONAL INJURY), LIABILITIES, DAMAGES, COSTS AND EXPENSES (INCLUDING, WITHOUT LIMITATION, ATTORNEYS’ FEES AND COSTS AT TRIAL AND ON APPEAL) OF ANY NATURE ARISING FROM , OR OCCASIONED BY, ANY ACTS OR OMISSIONS OF PERMITTEE WHILE USING THE HROA PERMIT OR VIOLATION OF THE TERMS OF THIS RELEASE (INCLUDING, WITHOUT LIMITATION, FAILURE TO ABIDE BY THE RULES AND REGULATIONS). BY ACCEPTING THIS RELEASE, PERMITTEE ACKNOWLEDGES AND AGREES THAT (1) I/WE HAVE FULLY INFORMED MYSELF AND MY FAMILY COMPANIONS OF THE CONTENT OF THIS RELEASE; (2) I/WE UNDERSTAND THAT THIS RELEASE IS A COMPLETE WAIVER AND RELEASE OF OWNERS AND THE OWNER PARTIES WITH REGARD TO ANY LIABILITY TO ME; AND MY FAMILY COMPANIONS AND (3) I/WEHAVE HAD ADEQUATE OPPORTUNITY TO REVIEW THIS RELEASE AND RECOGNIZE MY RIGHT TO CONSULT WITH AN ATTORNEY OF MY CHOICE BEFORE AGREEING TO THIS RELEASE.

 

 

HROA RECREATIONAL ADVISORY:
Travel with a Companion!

You don’t want to be by yourself in case of an emergency.

 

 

Leave a copy of your itinerary with a responsible person. Include such details as the make, year, and license plate of your car, the equipment you’re bringing, the weather you’ve anticipated, and when you plan to return. If you’ll be going into an area that is unfamiliar to you, speak with those who do before you set out. If an area is closed, it is prohibited to access.

 

Wear appropriate clothing for the field conditions and season. Check your equipment. Keep your equipment in good working order. Inspect it before your trip. Do not wait until you are already in the field. Be sure to pack emergency signaling devices.

 

Be weather wise. Keep an eye on current and predicted weather conditions. In this area, weather can change very quickly. Know the signs for approaching storms or changing weather conditions. Avoid bare ridge tops, exposed places, lone trees, streams, and rocks during lightning storms. Find shelter in a densely forested area at a lower elevation. Even during the summer season, exposure to wind and rain can result in hypothermia.

 

Learn basic first aid. In order to identify and treat injuries and illnesses. Carry a first aid kit with you. Learn how to identify the symptoms of heat exhaustion, heat stroke, hypothermia, and dehydration, and know how to treat them.

 

Wildlife interaction. HROA provides its Permit Holders access to habitat for wild animals, which can be upset by human presence and can unexpectedly become aggressive. In many areas, individuals may encounter large predatory animals such as bears or cougars while visiting the HROA private and accessible public properties. These animals rarely seek out humans as food, but they will attack under some conditions.

 

Some hazardous encounters can occur when wild animals raid human property for food. Additionally, many animals will not willingly attack unless they feel threatened or provoked. If Permittees come upon an unsuspecting animal and startles it, it may become defensive and attack. Regularly making loud noise, such as clapping or yelling, reduces the risk of disturbing or startling an animal. Some people use bear bells as noise makers, but these are usually too quiet to be heard from far away.

 

Any mammal infected with rabies may behave unexpectedly, even aggressively, and could infect a human with rabies by biting. Venomous animals, including snakes, scorpions, spiders and bees, may cause harm either directly or through anaphylactic shock. Overall, the greatest danger is often from insects, such as mosquitoes, ticks and fleas, which carry communicable diseases. For your protection, avoid all contact with all wild animals while on HROA accessible properties.

HUNTING RESERVATIONS AND POLICIES

 

Guided Hunts & DIY Assisted Hunts

  1. Booking Confirmation: A reservation is confirmed once verified by an HROA representative.
  2. License and Permits: Guests must provide proof of valid hunting licenses and permits before hunting and fishing. Permittees are responsible for all members of their party to be properly licensed by the Washington Department of Fish and Wildlife.
  3. Safety Briefing: All guests must attend a mandatory safety briefing before participating in any guided hunt.

 

 

CANCELLATION POLICY

 

Guided Hunts Cancellation:

  1. Full Refund: Cancellations made more than 30 days prior to the hunt date will receive a full refund of the deposit.
  2. Partial Refund: Cancellations made between 15-30 days prior to the hunt date will receive a 50% refund of the deposit.
  3. No Refund: Cancellations made less than 7 days prior to the hunt date will forfeit the entire deposit.

 

Additional Information

  1. Weather Policy: In the event of severe weather, we will work with guests to reschedule their bookings or provide a refund if rescheduling is not possible.
  2. Health and Safety: Guests showing symptoms of illness are encouraged to cancel or reschedule their reservations to ensure the safety of all guests and staff.

HRO ADVENTURES BILLING TERMS & CONDITIONS

 

  1. Payment Methods: Accepted payment methods include credit card, debit card, bank transfer or check.

 

  1. Additional Fees
  • Service Charges: Additional service charges may apply for specific services or events and will be billed to the Permittee’s account.
  • Facility Rentals: Fees for facility rentals will be billed separately and must be paid in full before the event date.
  • Boat Rentals: Fees for boat rentals will be billed as per the Boat Rental Agreement.

 

  1. Billing Statements
  • Monthly Statements: Permittees will receive a detailed statement outlining all charges at checkout or on departure. Should Permittee charges not be reconciled prior to departure, HROA may bill the Permittee with payment terms due upon receipt of invoice.
  • Delivery Method: Billing statements will be sent via email on or around the first day of each month.

 

  1. Payment Terms
  • Due Date: All payments are due prior to departure or checkout or upon receipt of any specified billing statement.
  • Payment Methods: Payments can be made via credit card, debit card, bank transfer, cash or check. Checks should be made payable to HRO Adventures, LLC.

 

  1. Past Due Accounts
  • Late Payment: Payments not received by the due date will be considered past due. A late fee of charge of 1.5% per month will be applied to the account.
  • Suspension of Privileges: Accounts more than thirty days past due may result in the suspension of Permittee privileges until the account is brought current.
  • Collection Actions: Accounts more than forty-five days past due may be referred to a collection agency, and Permittees will be responsible for any additional collection costs.

 

  1. Disputed Charges
  • Reporting Disputes: Permittees must report any billing disputes in writing to HROA staff within five days of the billing statement date.
  • Resolution Process: HROA will investigate and resolve any billing disputes within five business days of receiving the written dispute notice.

 

 

 

  1. Refunds and Credits
  • Refund Policy: Refunds for overpayments or cancellations will be processed within three days of the request.
  • Credit Balances: Any credit balance on a Permittee’s account will be applied to future charges unless a refund is requested.

 

  1. Recreational Access Permit Cancellation
  • Notice Requirement: Permittees wishing to cancel their recreational access permit must provide written notice to HROA’s office.
  • Final Billing: Upon cancellation, a final billing statement will be issued, and any outstanding balance must be paid within seven days.

 

  1. Contact Information

Billing Inquiries: For any billing inquiries or payment issues, please contact HROA’s staff. By maintaining ownership of HRO Adventures Recreational Access Permit, Permittees agree to abide by these and all billing and payment terms. HRO Adventures reserves the right to amend these terms at any time with fifteen days’ notice to members.

Notices: Notices may be given by HROA via email, postal delivery, or, via posting changes to these Terms and Conditions on HROA’s website www.hroadventures.com.
